While exploring London on their own, siblings Sue and Eddie stumble upon Terror Tower, a notorious tourist attraction. Excited at first, their joy quickly turns to fear as they witness the wax statues in the Tower’s torture chamber coming to life. To make matters worse, ghostly figures begin to give them chilling warnings.
